The History of Our Institute

Today, the Scientific Research Institute of Innovative Strategies for the General Education Development follows the traditions of the 20th century Russian philosophical thought, such as the methodology of Georgy Shchedrovitsky, philosophy of education developed by Nikita Alekseyev, Vassily Davydov's concepts of theoretical thinking, the religious philosophy of Evgeny Shiffers, the natural sciences and engineering program developed by Pobisk Kuznetsov.

In 1998, there emerged a new educational paradigm called thought-activity pedagogy.

In 1989, a team of developers led by Yury Gromyko commenced to work on the program "Education as a Tool of Regional Development". Activity organization games aimed at forming regional education development concepts were conducted in Khanty-Mansiysk Autonomous Region, city of Nefteyugnask, city of Pyltsmaa, and other places. The findings and experience obtained in these activities were summarized in the books by Yury Gromyko "Activity Organization Games in Education" and "Design and Programming in Education Development".

In 1991, a new general education institution, the Secondary School No.1314, has been opened. This school, led by its Principal Dmitry Dmitriev, served as the platform for the fine-tuning and elaboration of thought-activity pedagogy concepts.

In 1991, a team of experts under Yury Gromyko's leadership (N.V. Gromyko, O.I. Glazunova, D.B. Dmitriev, Yu.V. Krupnov, A.Yu. Gubanov, A.S. Lazarev, L.N. Alekseyeva, E.S. Akopova, M.V. Maksimovksaya, L.V. Golubtsova, I.I. Semin, and others) participated in the preparation of the first program within "The Metropolitan Education" project, whereas a whole network of various educational institutions of Moscow serving as experimental platforms has been created.

In 1991, "Russia 2010" magazine was set up the aim being to define problem areas of the new education development process. The magazine published articles on the national doctrine of the education development, regional development concepts, programs on ethnopedagogy.

Since 1991, new educational disciplines have been further elaborated and refined, such as meta-subjects "Knowledge" (N.V. Gromyko, Yu.V. Krupnov, L.N. Alekseyeva) "Problem" (O.I. Glazunova), "Sign" (D.B. Dmitriev), "Task" (A.S. Lazarev, I.I. Semin). Task-based form of educational activity organization has been developed (by L.V. Suntsova, M.V. Polovkova, A.A. Ustilovskaya).

In 1999, the Education Department of the Moscow Government set up the Municipal Methodological Center for Experimental and Innovative Activity in Education, operating under the leadership of Yu.V. Gromyko, who also served as the head of the Moscow City Council of Experts on Experimental and Innovative Activity.

The Municipal Methodological Center for Experimental and Innovative Activity in Education became the central venue providing for experimental work opportunities in the educational environment of Moscow. The Center, among other activities, defined experimental activity norms and standards, organized city conferences and round table discussions.

In 2000, the experimental environment of the city was re-organized; there emerged networks of experimental platforms involved into the development of large-scale innovative projects. Later (in 2004) these projects were finalized in the new Regulations of Experimental and Innovative Activity.

In 2000, first textbooks covering various meta-subjects were published. Since then, a whole range of textbooks have been published covering specific meta-subjects such as "Problem", "Sign", "Thought-Activity Pedagogy" by Yu.V. Gromyko, "Knowledge" and "Teaching Schematization" by N.V. Gromyko. Besides those, other materials such as methodological teaching aids and scenario development aids have been published as well.

In 2005, the Municipal Methodological Center for Experimental and Innovative Activity in Education was re-organized and became the Scientific Research Institute of Innovative Strategies for the General Education Development.

The Institute actively participates in the building of the municipal district-based strategy of education development. Since 2003, the Western Administrative District of Moscow has been implementing the program "Educative Environment of a Municipal District. Infrastructure of Childhood." In 2006, the key participants of the program became winners of the Russian Government Award in the field of education.

Since 2005, the Institute has been cooperating with other partners to implement the program "Education as a Technology of Sociocultural Development of Municipal Districts and Formation of Human Capital" in the Central Administrative District of Moscow (methodological guidelines and scientific counseling for the program provided by the Deputy Director of the Institute Olga Glazunova).

Since 2005, another large scale project has been in place – the infrastructural program "North-Western Administrative District as the Scientific Future of Russia"; it focuses on the reproduction of the fundamental (practice-oriented) science on the territory of the North-Western District and strategic types of youth occupancy (methodological guidelines and scientific consulting for the program provided by the Deputy Director of the Institute Nina Gromyko).

In 2006, experts of the Institute became the core team involved into the development of a new program, "Building the School of Future" within the National Project: Education framework. In October 2006, several educational institutions were selected as a result of a contest, and in 2007 these schools served as the basis for the "Building the School of Future" program implementation, which is a large-scale, theory and practice project. The first results of the project implementation were drawn 2 years later, in 2008, and the project further evolved to reach an inter-regional scale.

In 2009, the first contest "The School of Future Teacher" was conducted, and ever since the contest has been held annually.

In 2010, various educational institutions using thought-activity approach were united on the interregional and international level (Togliatti, Krasnoyarsk, Sakhalin, Kemerovo, Crimea, Latvia). Meta-subject based approach was included in the Federal State Educational Standard.
